Waka Kotahi NZTA Driver Licensing Policy Updates 2026/2027
Waka Kotahi NZ Transport Agency (NZTA) has issued updated operational policies regarding foreign driver licence conversions in New Zealand. The changes emphasize strict compliance with driving limits and streamlined processing at specialist driver licensing agents (AA and VTNZ).
1. Overseas Driving Limit: Strict 12-Month Rule Enforcement
Under the 2026/2027 statutory framework, drivers holding valid overseas licences may drive for a maximum of 12 months from their date of arrival in New Zealand. Previous administrative leniencies extending continuous driving without conversion have been formally phased out. After 12 months, driving on an un-converted overseas licence is unlawful.
2. Exempt vs Non-Exempt Countries
Drivers holding full licences from exempt countries (including UK, USA, Australia, Germany, France, Japan, South Korea) can convert directly to a full Class 1 NZ licence without sitting practical or theory tests, provided they have held the licence for over 2 years. Drivers from non-exempt nations must schedule both NZTA theory and practical drive tests.
3. Application Submission at AA & VTNZ Specialist Branches
Applications must be lodged in person using form DL5 at designated AA or VTNZ overseas conversion branches. Applicants must present original passports, valid overseas licences, approved NZTA translations (if required), and pass an eyesight screening test on-site.
