Convert Overseas Driver Licence to New Zealand: DL5 Form & Exempt Countries

If you have moved to New Zealand and intend to remain for more than 12 months, you are required by law to convert your overseas driver licence to a New Zealand driver licence. Under the Land Transport (Driver Licensing) Rule 1999, an overseas licence can only be used on New Zealand roads for a maximum of 12 months from your date of arrival in the country.

The requirements for conversion depend on whether your licence was issued in one of the officially recognised Exempt Countries. Drivers from these nations (including Australia, United Kingdom, United States, Canada, Germany, France, Italy, Netherlands, Spain, Japan, South Korea, Hong Kong, Singapore, Switzerland, South Africa, and Scandinavian countries) who have held their full licence for more than two years can convert to a full New Zealand Class 1 licence without sitting the theory or practical driving test.

If your country is not on the exempt list (e.g. India, China, Philippines, Brazil, Fiji), you must complete the conversion process by passing the NZ Road Code theory test and sitting a practical driving test before your full New Zealand photocard licence is granted.
